THE SECOND GOVERNAT SCHOOL DISCUSSED PRINCIPLES OF PARTICIPATION AND THEIR RELEVANCE IN GOVERNAT AS A WHOLE AND IN SPECIAL CASE EXAMPles. While doing so the framework of governat was somewhat revised by the group.

Day 1: Principles for participation

The aim of this day was to establish a link with the previous school and the ongoing GoverNat work and to discuss principles for participation and their relevance in GoverNat (sessions 2: day 1 b Principles of good participation.ppt (PPT, 433 KB) and 3: day 1 c FR and AB.ppt (PPT, 3.22 MB)). In order to achieve this, session 2 was organised as a world café (http://en.wikipedia.org/wiki/The_World_Cafe). Using this “method” of communication, principles of good participation were discussed. In a next step past case examples were presented in order to illustrate the principles, this was enhanced in a groupwork and a general presentation was given to emphasise the role of the past cases in the GoverNat research (day 1 d WP2 cases.ppt (PPT, 369 KB)).

Day 2 and 3: Participation Concepts, Tools for Participation

This day aimed at increasing the understanding of the various approaches to stakeholder involvement and citizen participation and their link with theories of democracy. Another aim was to better understand the conceptual roots, the instrumental advantages and disadvantages and potential contributions of different models of stakeholder involvement and citizen participation (day 2  OR Introd. Stakeholder Participation.ppt (PPT, 1.45 MB)). The last issue was to link the conceptual approaches and models of stakeholder involvement and citizen participation to applications in the two fields of water basin and biodiversity management. This last issue had to be postponed to the next school as during the discussion of the lecture on Participation concepts and the need for participatory approaches questions concerning the framework emerged. Thus sessions 3 and 4 and sessions 1 and 2 of the following day were dedicated to revising the framework of GoverNat.

Session 3 of the third day linked some participatory tools and instruments to applications in the two fields of water basin and biodiversity management.

Day 4: Field trip

Field trip to Monfurado Natura 2000 site.

 

Day 5: MLG and Participation

This last day of the school integrated the new knowledge about participation with the multi-level governance: How (and when) could participation improve multi-level governance? Despite the revised framework not yet being available, the theoretical understanding was linked to the practicalities of the GoverNat project: How do we go on from here?

The experienced researchers presented their suggestions for a spring training session, it will take place at Aarhus in April 2008.
